The rental application file in Geneva is the set of supporting documents a prospective tenant hands to the letting agency (régie) or to the owner of a property, to prove their identity, their right to reside in the canton and their ability to pay the rent.
The canton counts 793 vacant homes as at 1 June 2026, or 0.31% of the housing stock.

Geneva letting agencies request these documents from every signatory to the lease, beyond what federal law allows at the form stage.

The rent guarantee does not count among the documents in the file.
Three optional documents set an application apart.

How do you obtain a debt enforcement register extract in Geneva?
A debt enforcement register extract is obtained in Geneva from the cantonal debt enforcement office (OCP), which issues it within one working day for 17 francs.
Ordering online takes three steps.
- Open a personal account on ge.ch.
- Order the extract for yourself, paying by card or Twint.
- Download the document once the reference number arrives by email.
Geneva letting agencies require an extract less than three months old, a period also applied by the City of Geneva and the Welcome Center. The extract lists debt enforcement proceedings opened or settled within the last five years, and unextinguished certificates of loss from the last twenty years.
The office records only the proceedings it conducts, at the debtor's place of residence (art. 46 of the Federal Act on Debt Enforcement and Bankruptcy, LP). An applicant who has arrived from another canton within the last five years orders an extract from each office concerned.
Three requests go through the office, with distinct costs and timeframes.

A paid debt enforcement proceeding remains visible for five years after the procedure is closed (art. 8a LP); declaring it with its receipt is better than an omission. A proceeding under objection comes off the extract upon a request filed three months after service of the payment order, for 40 francs.
What income do you need to rent in Geneva?
The net household income needed to rent in Geneva comes to at least three times the rent including charges, the threshold applied by Geneva letting agencies.
“Three times the rent” and “one third of income” refer to the same threshold; it is net income, not gross income, that counts; no law sets it.
Applied to the average open-market rents of May 2025, it yields the following minimum incomes (cantonal statistics office, OCSTAT).
- 3 rooms: rent of 1,365 francs; net income of 4,095 francs.
- 4 rooms: rent of 1,639 francs; net income of 4,917 francs.
- 5 rooms: rent of 1,959 francs; net income of 5,877 francs.
These average rents are exclusive of charges: the income actually expected exceeds these floors, since the threshold applies to the rent including charges. These averages cover the entire stock; on re-letting, a 4-room apartment reaches 2,006 francs, or 6,018 francs of net income.

The incomes of co-tenants are added together, each signing the lease.
Where do you find your letting agency's rental application form?
The rental application form is found on the website of the letting agency managing the building, in its tenant documents section, where it can be downloaded. The canton refers to the directory of Geneva letting agencies.
The form is sometimes hosted on listing portals, as an attachment. Each letting agency issues its own, with its own fields. The signed form and the documents make up the application file.
The federal fact sheet on these forms lists the admissible questions, not a standard template. A neutral template prepares the applicant for their answers, without replacing the one the letting agency registers. Some Geneva forms ask questions that federal law rules out.
What questions is a letting agency not allowed to ask?
A letting agency is not allowed to ask questions about the applicant's marital status, religion, nationality and place of origin, nor about their current rent and the length of their lease: these questions are disproportionate to the purpose of the selection.

The procedure unfolds in two stages: the applicant declares their income and any proceedings; the salary slips and the original extract may be required only from the shortlisted or selected applicant. Demanding every supporting document from every applicant upfront is disproportionate, something Geneva practice ignores.
Once the lease is signed, the landlord destroys the forms and documents of unsuccessful applicants, except for an agreed waiting list. A rejected applicant can demand this destruction (art. 32 para. 2 LPD).
An applicant can leave blank a field they consider unlawful, at the risk of being passed over, or report the form to the PFPDT.

The file to put together without three Swiss salary slips rests on any document establishing a regular income. The PFPDT applies one test: the income of the applicant or of their guarantor covers the rent.

A cross-border worker produces their Swiss salary slips. As the forum for debt enforcement follows the place of residence (art. 46 LP), they have no Geneva extract to enclose.
The guarantor provides their salary slips and their debt enforcement extract, accepted by the PFPDT; a guarantee given by a private individual requires a public deed above 2,000 francs (art. 493 para. 2 of the Code of Obligations, CO). Three ways of backing the file with a third party exist, two of them forms of surety.
- Co-tenant: signs the lease and is liable for the full rent if it stipulates joint and several liability (art. 143 CO).
- Simple surety: pursued after the tenant's bankruptcy or a certificate of loss (art. 495 CO).
- Joint and several surety: pursued as soon as payment is late and a formal demand has gone unheeded (art. 496 CO).
How do you submit your file to be selected?
Submitting your complete file right after the viewing, as a single PDF per applicant and through the channel stated in the listing, gets you past the first filter: the Geneva Welcome Center writes that an incomplete application is automatically rejected.
Four steps separate the viewing from submission.
- Fill in the letting agency's form right after the viewing: it bears the date of the visit.
- State your current official address, even if abroad: a borrowed address blocks processing.
- Assemble one complete set per applicant in a single named PDF, in the order of the form.
- Submit that PDF through the channel stated in the listing, counter, email or portal.
Neither the City of Geneva nor the Welcome Center asks for a cover letter. An applicant who encloses one sticks to the number of occupants, the use of the home and the desired move-in date.
What happens after the file is submitted?
After the file is submitted, the letting agency registers it, then accepts or declines without giving reasons. Until the letting agency has accepted, the application binds neither the applicant nor the agency, with no announced response time.
This timeline follows the file through six stages, from the viewing of the home to the payment of the guarantee.
Withdrawing after acceptance triggers a withdrawal fee set by each letting agency, 10% of the gross monthly rent with a minimum of 100 francs at some, a flat 200 or 300 francs at others. That leaves the guarantee to pay, the subsidized housing track and the number of applications to run in parallel.
When must the rent guarantee be provided?
The rent guarantee is provided within thirty days of signing the lease, but at the latest upon moving into the premises (article 13 of the Geneva rental rules and usages annexed to the contract); the letting agency only requests it after the allocation.
Article 257e CO caps it at three months' rent for residential premises, article 13 at the net rent. It comes in two forms: the blocked account in the tenant's name, and rental guarantee insurance, subject to the landlord's prior consent. The bank releases the rent guarantee with the agreement of both parties or, at the tenant's request, one year after the end of the lease if the landlord has asserted no claim.
Do you need a different file for subsidized housing?
Yes, you need a different file for subsidized housing, because the subsidized stock requires its own form and an income check by the State.
By delegation from the cantonal office for housing and land planning, the Secretariat of the public-law real estate foundations receives the files for low-cost housing (HBM) and moderate-rent housing (HLM); under private management, the letting agency provides its own.
There the State checks the household's qualifying income, under the eligibility scale, and the legal occupancy rate: at most two rooms more than occupants. The open-market stock ignores these criteria. The two processes are pursued in parallel.
How many files should you submit in parallel?
Submit a file for every home you visit: the scarcity of supply in Geneva calls for simultaneous applications.
